Tegen Borssele-2 en opslag kernafval
Omdat Borssele één van de meest voor de hand liggende locaties is voor de bouw van één of meer kerncentrales en tevens voor de interim-opslag van radioactief afval (50 tot 100 jaar), wordt er door ruim 1500 mensen tegen deze plannen gedemonstreerd in Middelburg. Het is één van de grotere demonstraties in Zeeland tegen kernenergie, zeker omdat deze een regionale opzet heeft en er vrijwel geen mensen van buiten Zeeland deelnemen.
KAK tegen griesmeel
Terwijl er in de Provinciale Staten van Gelderland een interpellatie plaats vindt over de opslag van radioactief afval in de provincie, komt er bij het provinciehuis een bommelding binnen, die opgeëist wordt door KAK (Kritische Arnhemmers tegen Kernenergie). De vergaderzaal wordt ontruimd, maar er wordt niets gevonden, Later wordt er in een damestoilet twee pakken griesmeel, een batterij en een verklaring gevonden. Twee pakken griesmeel, omdat Molly Geertsema (voorzitter van de commissie die de locatie aan moet wijzen voor de interim-opslag van het afval) heeft verklaard dat een griesmeelfabriek gevaarlijker is dan een kernafvalopslagplaats. KAK noemt de beslissing van de regering om een tussenopslag voor een periode van 50-100 jaar 'een truc'. "In werkelijkheid is dit natuurlijk geen oplossing maar juist een vooruitschuiven van het probleem. het wordt op het bord gedeponeerd van generaties mensen, die nu nog niet eens geboren zijn".
Commissie zoekt locatie voor afval
De Commissie Geertsema gaat op toernee. Deze commissie zoekt een locatie voor de opslag van laag-, middel- en hoogradioactief afval. Een gedeelte van dat afval werd eerst in zee gedumpt, maar sinds 1983 tijdelijk (5 á 10 jaar) opgeslagen bij het ECN in Petten. Het hoogactief afval komt begin jaren negentig terug uit de opwerkingsfabrieken van Sellafield (Windscale) en La Hague. Geertsema moet nu een plek zoeken waar al dat afval 50 tot 100 jaar opgeslagen kan worden, voordat het definitief opgeborgen moet worden.
Er zijn nog 12 mogelijke plaatsen voor deze interim-opslag, die Geertsema nu per provincie gaat bezoeken. Het eerst is Friesland aan de beurt. Voor het provinciehuis in Leeuwarden hebben zich demonstranten/es verzamelt om hun ongenoegen met deze plannen kenbaar te maken.
'Afval tegen afval' in Den Bosch
"Afval tegen Afval". Onder dit motto storten mensen uit de Basisgroepen tegen Kerngeweld en Militarisme een vrachtwagen vol afval op het plein voor het provinciehuis in Den Bosch. Over dit afval wordt een spandoek gelegd, met daarop de tekst: 'Brabant hup, in de atoomklup'. Ook worden er pamfletten uitgedeeld. Dit alles omdat Noord-Brabant opgezadeld dreigt te worden met het radioactief afval én met nieuwe kerncentrales op het industrieterrein Moerdijk, door een actieve lobby van onder andere de Commissaris van de Koningin Van Agt
Gemeenteraad: Horen, zien en zwijgen
In de gemeente Borsele moet, zo is besloten, de COVRA komen. De Centrale Organisatie Voor Radioactief Afval is opgericht om al het radioactieve afval te verzamelen en te beheren. De Interim-opslag moet in Borssele komen; enorme hallen waar het 50 tot 100 jaar zal blijven liggen tot dat er iets anders verzonnen is.
De eerste locatie voor het complex, 500 meter van de dorpskern op het terrein van de PZEM, is na veel verweer (92,9% is tegen) afgewezen. Een werkgroep komt met een nieuwe locatie verder van het dorp. B & W van Borsele nemen het advies zeer snel en onverkort over. De zitting in het gemeentehuis in Heinkenszand wordt verstoord door demonstranten die voor de B & W tafels gaan zitten, geschminkt als apen en met de borden waarop de tekst: “CDA horen, VVD zien, SGP zwijgen”.
Burgemeester Borssele ‘neemt de benen’
Burgemeester Van den Heuvel van de gemeente Borsele (met één ‘s’) vertrekt. Op de afscheidsreceptie in Heinkenszand neemt de SSB (de Secret Service Borssele) de kans waar om nog eens te wijzen op de onfrisse zaken die onder zijn verantwoordelijk hebben plaatsgevonden. Dat het hem “gelukt is van werkkring te veranderen, is zowel voor hem, als voor de gehele Zeeuwse gemeenschap, een blijde boodschap”, aldus een begeleidend pamflet.
Naast de uitkomst van de inspectie op 30 september (‘er bevindt zich een kerncentrale op het terrein van PZEM’) overhandigd de SSB de oud-burgemeester een vat ‘radioactief afval’. “Daarmee willen we duidelijk maken dat wij, als bewoners, met de rotzooi blijven zitten, terwijl u, als verantwoordelijk bestuurder, de benen neemt”.
Poging bezetting bouwterrein COVRA
Weer eens een meerdaagse actie. In Borssele (officieel het Industriegebied Vlissingen-Oost, maar gelegen in Nieuwdorp, gemeente Borsele) moet de COVRA (Centrale Organisatie voor Radioactief Afval) faciliteit gebouwd worden. Hier moet de komende ‘50-100 jaar’ al het Nederlandse radioactief afval opgeslagen worden, in afwachting van definitieve opslag (in zoutkoepels?). Het laag- en middelactief afval (in zee gedumpt tot 1982) ligt nu tijdelijk allemaal in Petten en het hoogradioactief afval (de brandstof) ligt bij en wordt vervoerd naar de opwerkingsfabrieken en zal pas na 1995 terug komen (zo is de planning op dat moment). Hoewel er in de directe omgeving veel protest is tegen de opslag, kunnen acties niet op al te veel sympathie rekenen in het dorp.
Het terrein waar de COVRA-opslag gebouwd moet worden (enkele honderden meters van de kerncentrale) is omheind, en de bouw zal op maandag 7 mei beginnen. Vanaf vrijdagmiddag wordt er geprobeerd het terrein te bezetten, maar door een overmacht aan politie is dat onmogelijk. Wel wordt een tentenkamp getolereerd buiten de hekken van de COVRA. Ongeveer 70 mensen zijn dat weekend op het kamp en proberen telkenmale op het terrein te komen, hetgeen in kat-en-muis spelletjes resulteert. Zondag wordt er in Middelburg een brug geblokkeerd en het kantoor van de COVRA onder gekalkt. Maandagmorgen wordt om zes uur met een blokkade begonnen van het bouwverkeer. Dat verkeer wordt door de politie op een afstand gehouden en om halfacht vertrekken de actievoerders naar Middelburg om het COVRA-kantoor daar te blokkeren. Na enkele uren wordt die blokkade opgeheven en verlaten veel activisten (sommigen blijkens actieverslagen, met een flinke kater) Zeeland. In totaal worden dat weekend 11 mensen gearresteerd.
Kaarten tegen HFR-splijtstof in ongeschikt opslaggebouw
Greenpeace biedt minister van EZ Jorritsma in Den Haag 7.000 protestbriefkaarten aan omdat ze toestemming heeft gegeven brandstof uit de reactor in Petten bij de Covra in Borssele op te slaan. De opslag zal gaan gebeuren in een loods voor laag- en middel radioactief afval. De opslagbassins bij de HFR in Petten zijn overvol omdat de Verenigde Staten weigert de splijtstofstaven terug te nemen. De VS vindt al heel lang dat de HFR om moet schakelen op een andere splijtstof en om nu de druk te verhogen nemen ze de brandstof (die in het verleden door hen geleverd is) niet terug. Als de opslag van de splijtstof niet bij de Covra toegestaan zou worden, zou de HFR op termijn dicht moeten.
Snelwegblokkade door overkill politie mislukt
Onder grote politiebewaking rijdt er vanuit Petten een transport met hoogradioactief afval (brandstof van de proefreactor op het ECN-terrein) naar de COVRA in Borssele. Aan dit eerste van drie transporten is veel juridisch en procedureel getouwtrek vooraf gegaan. De ECN zit met haar brandstof in de maag. Normaliter wordt dat getransporteerd naar de VS, waar de reactor ook haar nieuwe brandstof van krijgt. Maar door besluiteloosheid van de HFR-exploitanten om om te schakelen naar andere brandstof, wil de VS het afval niet terug nemen. De reactor moet sluiten als er geen oplossing gevonden wordt. Het afval wordt nu opgeslagen bij de COVRA in een loods voor laag- en middelactief afval. In Zeeland is er veel ongenoegen: ze voelen zich als vuilnisvat gebruikt. Al in april 1999 werden er door Greenpeace 7000 Zeeuwse protestkaarten afgeleverd bij het ministerie van Economische Zaken. Eerder al had de SP bij de COVRA actie gevoerd tegen het voornemen.
Zo’n 25 activisten (voornamelijk van de SP) proberen op de snelweg bij Rilland het transport te blokkeren. Maar de enorme overkill aan politie sluit de groep demonstranten op de parkeerplaats naast de snelweg in, als het transport in de buurt komt. Het is sinds lange tijd weer een eerste poging om tegen hoogradioactieve afval transporten uit kerncentrales actie te voeren.
Milieu-actie niet getolereerd
Opnieuw een blokkade actie van (voornamelijk) SP tegen het transport van hoogradioactief afval van Petten naar de COVRA. Bij Reimerswaal willen de activisten met kruiwagens vlak voor het transport de snelweg op (vlak voor het transport is er altijd een ‘autoloze’ ruimte, omdat niemand het transport mag inhalen en opritten worden afgezet). De aanwezige ME grijpt hard in en er vallen klappen. De activisten snappen iets niet: je mag blijkbaar alles blokkeren (boeren, taxichauffeurs, vrachtwagenchauffeurs, etc), als het maar voor je eigen portemonnee is. Voor het milieu wordt niets getolereerd.
